IGNOU LAUNCHES PORTAL FOR IAF PERSONNEL
PROJECT “AKASHDEEP” WILL EBNABLE AIRMEN TO
COMPLETE THEIR BACHELOR’S DEGREE
COMPLETE THEIR BACHELOR’S DEGREE
IGNOU on Tuesday launched an online
registration portal for the Indian Air Force (IAF) personnel under
project Akashdeep, which enables airmen to complete their bachelor’s
degree, officials said.
‘This could be a model for many
countries in terms of size and services. We are getting empowered by
providing such capacity and showing that a university too can undergo
such collaborations,’ IGNOU vice-chancellor V.N. Rajasekharan Pillai
said.
According to Air Vice-Marshal Satyendra
Kumar, the initiative will reach out to airmen posted anywhere in the
country, where they can register themselves for an associate degree
online online.
According to the university, 10 airmen registered themselves in-person after the launch ceremony.
Project Akashdeep was launched in
December 2010. Under it, all serving airmen can obtain bachelor’s
degrees within 8 to 13 years of their service.

One Rank One Pension not feasible-Minister informs Parliament
Pension improvement is an ongoing process. Considerable improvements have been made in the pensions of armed forces personnel.
A Committee was set up under the
Chairmanship of Cabinet Secretary to look into the issue of 'One Rank
One Pension and other related matters'. After considering all aspects of
the matter, the Committee did not find it feasible to recommend One
Rank One Pension. However, keeping in mind the spirit of the demand,
several other recommendations to substantially improve pensionary
benefits of Personnel Below Officer Rank (PBOR) and Commissioned
Officers were made, which have been accepted by the Government and orders in implementation of all the recommendations have been issued. These are available at www.pcdapension.nic.in.
Implementation of these orders has not only significantly reduced the
gap between the past and the current pensioners but has also
considerably improved the pension of ex-servicemen including disabled
ex-servicemen.
As per yearly statement of booking of
Defence Pension Expenditure during year 2009-10 & 2010-11, the
entire amount allotted for Defence Pension Expenditure has been booked
in full and no amount is lying unspent.
This information was given by Minister
of State for Defence Shri MM Pallam Raju in a written reply to Shri
Jyoti Mirdha and others in Lok Sabha today.

Reservation for Ex-Servicemen
Reservation for Ex-Servicemen
There is no provision for earmarking of posts exclusively for ex-
servicemen therefore the data on the actual number of reserved posts and
unfilled vacancies earmarked for the Ex-servicemen are not maintained.
However, percentagewise reservations ranging from 10 to 24.5% of the
total available vacancies in Group C & D posts in Government jobs
and Public Sector Undertakings have been provided for the willing and
eligible Ex- servicemen.
It is the responsibility of concerned
organization to fill the vacant posts. However the government endeavours
to explore every possible avenue for increasing employment
opportunities for the Ex-servicemen through various initiatives
including trainings and awareness programmes. Moreover, the State
Governments have also been advised to fill up the vacancies reserved for
Ex-servicemen expeditiously. Since the Department of Ex-servicemen
Welfare has no mandate to monitor the job reservations for
Ex-servicemen, the matter has been taken up with Cabinet Secretariat in
consultation with Department of Personnel & Training to empower
Department of Ex-servicemen Welfare to monitor the same through
appropriate changes in relevant rules.

PROPERTY TAX EXEMPTION FOR DEFENCE PERSONNEL IN 8 CITIES.
This comes following several representations by the Army Welfare Association to the state government, seeking exemption to recognise their contribution to the nation.
The benefit will be extended to only one residential property located within the municipal limits and not to any commercial property owned by them, officials said. The claimant should also furnish an affidavit saying that he has not been enjoying similar tax benefit in other part of the city.
As per the Bombay Provincial Municipal Corporations Act, except for properties owned by charity organisations, all properties within civic limits are taxable. The government has asked the civic bodies to amend the Act to provide tax relief to the retired and serving personnel.

Implementation of One Rank One Pension
FROM THE FOLLOWING STATEMENT OF SRI.PALLAM RAJU MINISTER OF STATE FOR DEFENCE, IT IS VERY CLEAR THAT THERE IS NO FURTHER PROPOSAL FOR OROP, THAN WHAT IS GIVEN ALREADY.

Implementation of One Rank One Pension
Improvement
in pension is an ongoing process. Though the demand for One Rank One
Pension (OROP) has been considered by various Committees in the past but
it has not been found feasible to accept it. However, keeping in mind
the spirit of the demand a Committee was set up under the Chairmanship
of Cabinet Secretary to look into the issue of OROP and other related
matters, which submitted its report on 30.6.2009. The Committee made
seven recommendations to substantially improve pensionary benefits of
Personnel Below Officer Rank (PBOR) and Commissioned Officers, which
have been accepted by the Government. Department of Ex-Servicemen
Welfare, Ministry of Defence has accordingly issued orders in
implementation of the same vide Government letters dated 30.10.2009,
19.1.2010, 20.1.2010 & 8.3.2010 which are also available on
www.pcdapension.nic.in. These orders have substantially increased the
pension of pre 2006 retirees.
The yearly
statement of booking of Defence Pension Expenditure during and up to the
month of March ending (2009-2010 & 2010-2011) shows that the total
amount allotted for Defence Pension Expenditure has been booked in full
and no amount is lying unspent. Further as per the reports received from
various pension disbursing authorities including Public Sector
Banks/Private Sector Banks almost 98.5% cases requiring revision have
been cleared. Only few cases are pending for revision, which are also
being pursued for early settlement.
The process
of revision of pension is being monitored regularly by the Department
of Ex-Servicemen Welfare (ESW), Controller General of Defence Accounts
(CGDA) and the Department of Financial Services.
