time the incentive structure needs to have a bearing with the qualifications.
Accordingly, this Commission recommends:
i. X pay for JCOs/ORs in Group X at ₹6,200 per month for all X trades which involve
obtaining a qualification which is equivalent of a diploma recognised by AICTE. This
amount is the difference in the minimum of the Pay level 6 (corresponding to Grade
Pay of ₹4200 in VI CPC), and Pay level 5 (corresponding to Grade Pay of ₹2800 in VI
CPC).
ii. X pay for JCOs/ORs in Group X at ₹3,600 per month (standard fitment of 2.57 on
the existing X pay of ₹1,400), for those currently in X pay, but not having a technical
qualification recognised by AICTE.

In Airforce all gp X trades are diploma holders after their trg. Similrely in Navy and in army ,diploma holders are placed in X gp with the rank of JCO equivalent that was a good thing done by navy that they are really benifited in terms of status and money and therefore they are loyal to the force and have high selfesteem. Where as in the air force they are placed equivalent to sepoy. This is not the problem with CPC let us not blame them, AF did the injustice with the airman placing them as sepoys who has been neither given ear to understand the issue nor able to leave the service and go as one is signed for 20 years Un like in navy 15 years. That is the reason we find heavy flow is from AF even if that the age 40 is risky to resettle. But if airmen are given opportunity to leave AF after 15 years, hardly you find them continue In Air force. But the cunning leadership convinced the parliament on money spend on airmen to bond them 20 years. What a contradiction?.
In addition all other technical person who are only IT I equipment placed in army will have only X pay 3600.

They are only concerned about offices matter and it's equivalents with IAS . There is no channel to represent men issues.please few refer recent memo submitted to GOI by service chiefs
